How the Foundation supports OWN
The Foundation can support useful work around OWN through independent decisions, controlled resources and a lasting record. Education, development and adoption give that work purpose.
One allocation, a defined purpose
The Foundation’s 60 million OWN issuer allocation is 6% of the fixed one-billion supply. It is a finite resource for approved ecosystem development, adoption and remuneration, separate from the inventories and reserves administered by application operators.
A vesting release makes existing tokens available; it neither creates more OWN nor approves spending. The annual stewardship budget and recorded authority govern commitments.
From proposal to authorised work
Independent teams can propose ownership-related work. Each stage is conditional; an invitation is not project approval.
Define the work
Identify the counterparty, user benefit, scope, deliverables and commercial terms.
Obtain an independent decision
The Council assesses mission, budget and terms. Declared interests, recusals and independent approval apply to related-party arrangements.
Put the agreement in writing
Authorised signatories execute the approved agreement, which enters the Register of Commercial Counterparties.
Keep a connected record
The approving decision, agreement, controlled payment and follow-up record remain connected.
Approval and execution stay separate
Budget authority, custody and payment execution are separate responsibilities. Work inside an approved budget follows recorded delegations; matters outside it return to the Council.
The treasury standard requires documented authority, counterparty and address checks, and two release signers for each movement. Initiating, authorising and releasing remain separate roles. Unresolved material issues hold the movement.
Independent reconciliation is required on movements and at least monthly, with treasury statements to the Council at least quarterly. These controls govern the Foundation’s resources. Each application operator remains responsible for its own service, users and agreements.
A record readers can follow
The governing records answer different questions; the evidence register shows what can currently be checked here.
- Which token?
- The Contract Identity Record identifies the authentic contract.
- Where did supply begin?
- The Genesis Allocation Register records the initial distribution.
- Who decided, and when?
- The Register of Resolutions records authority and effective dates.
- Which edition is current?
- The Document Register and Adoption Record track editions and their standing.
Corrections receive dates; they do not rewrite earlier transfers or create a different token. Official publication is distinct from an interview, email or third-party explanation. Internal evidence remains protected; the publication process determines what is made public and how its authority is identified.
If record custody ever changes or ends, the continuity plan provides for preservation through a successor steward, an archive or both. That is a handover of records, not privileged power over OWN.
